Disposal of Building Material

PI 2000 provides a service for the disposal of building materials, disposal of rubble and waste from construction sites using means of transport authorized by the National Register of Environmental Managers.
Construction waste is identified with the CER code 17: this category includes all waste from construction and demolition operations. Specifically, we refer to:
  • concrete, bricks, tiles and ceramics;
  • other materials such as wood, glass and plastic;
  • all metals such as copper, bronze, brass, aluminum, lead, zinc, iron, steel and tin;
  • land, earth, rocks, crushed stone and other gypsum-based construction materials or mixed waste from construction and demolition activities.

The reference REGULATION

The waste resulting from the construction activity is considered special waste and therefore must be recovered and disposed of correctly. As required by the provisions issued by the European Union, the abandonment or incorrect disposal of inert waste is also considered a criminal offense in Italy. It is absolutely forbidden to throw construction waste in public bins or abandon it in unauthorized landfills. For proper waste disposal on construction sites, the standard distinguishes inert waste from by-products. All materials that derive from the excavation activity, such as earth, are considered by-products: these can be recovered and reused, even within the same construction site that produced them. Inert waste is all those deriving from construction and demolition activities: this waste must be disposed of with particular attention since it may contain substances that are harmful not only to the surrounding environment but also to people’s health.

WHO has to take care of the operations

Inert waste must be disposed of at landfills that have been authorized by the Region to carry out this activity: the disposal of building material in landfills must take place only when the aggregates cannot be reused, or when they do not fall within the category of by-products.

The building material disposal activities must be carried out by the person who produces the rubble, just as indicated by the reference standard, Legislative Decree number 152 of 2006 (Environmental Regulations).

Building rubble can be produced by the company that carries out the construction or demolition work or by the private citizen, when carrying out the work on their home.

If the quantities of inert waste produced are limited, then they can be transported to the Ecological Islands of the municipality of residence.

If, on the other hand, the quantities of inert waste produced are considerable, the collection and transport are the responsibility of specialized companies registered in the Register of Environmental Managers.

The transport of large quantities of inert waste must be accompanied by two documents:

  • The assignment of transport
  • The identification form that favors the traceability of the waste.

Companies that are particularly sensitive to the issue of disposal of building materials use selective demolition techniques that allow for the separation of waste materials from the very beginning.

In fact, the construction waste produced by the demolition of a building is much more inhomogeneous than the waste produced on a construction site: for this reason they must undergo a restoration process before being reused.

This recovery process involves several activities, for example: screening, sorting, separation and removal of toxic substances, recovery of metals and other compounds, crushing and so on.

The PHASES of the procedure

Our company transports inert waste to authorized landfills, following a five-step procedure. The first phase of the building material disposal process is represented by the identification of the waste: the goal of this initial phase is to assign a CER code to each waste produced to identify it. The next phase is the analysis to establish the level of danger of the waste, if it contains toxic substances and which plant it must be sent to for disposal. The third phase is that of choosing the destination plant: based on the results obtained from the previous analysis, the destination plant is chosen and the waste approval stage is passed to obtain acceptance. The final phase relates to the transport and traceability of the waste: once the verification activities have been completed, the waste is transported to authorized landfills, accompanied by the Waste Identification Form. In the event that the waste is classified as dangerous, the recovery and disposal activities must be carried out in full compliance with the reference legislation.

Recovery of building materials: the declaration of disposal

To start the management of excavated earth and rocks extracted from construction sites, it is no longer necessary to wait for authorizations: it will be enough to wait 90 days from the filing of the construction waste disposal declaration. In addition, companies belonging to the construction sector have been exempted from submitting the MUD (Single Environmental Declaration Model), since they are identified as producers of non-hazardous waste resulting from demolition, construction and excavation. This type of exclusion is valid only for waste that is classified with the EWC code 17.
